Dog Winter anxiety.. is it anxiety? Please help!!?

my almost 2 year old Shiba is acting so so so strange this winter. It’s only been going on the past 7 days, though. He won’t sit still at NIGHT, always wants to go all over the house instead of being with the family like normal, and won’t even take his favorite thing: the kong with peanut butter.
